As of rev ea222be0d, LLVMs assembler will actually try to honour the
"fill value" part of p2align directives. X86 printed these

As of rev ea222be0d, LLVMs assembler will actually try to honour the
"fill value" part of p2align directives. X86 printed these as 0x90, which
isn't actually what it wanted: we want multi-byte nops for .text
padding. Compiling via a textual assembly file produces single-byte
nop padding since ea222be0d but the built-in assembler will produce
multi-byte nops. This divergent behaviour is undesirable.

To fix: don't set the byte padding field for x86, which allows the
assembler to pick multi-byte nops. Test that we get the same multi-byte
padding when compiled via textual assembly or directly to object file.
Added same-align-bytes-with-llasm-llobj.ll to that effect, updated
numerous other tests to not contain check-lines for the explicit padding.

BlockFrequencyInfo calculates block frequencies as Scaled64 numbers but as a last step converts them to unsigned 64bit

BlockFrequencyInfoImpl: Avoid big numbers, increase precision for small spreads

BlockFrequencyInfo calculates block frequencies as Scaled64 numbers but as a last step converts them to unsigned 64bit integers (`BlockFrequency`). This improves the factors picked for this conversion so that:

* Avoid big numbers close to UINT64_MAX to avoid users overflowing/saturating when adding multiply frequencies together or when multiplying with integers. This leaves the topmost 10 bits unused to allow for some room.
* Spread the difference between hottest/coldest block as much as possible to increase precision.
* If the hot/cold spread cannot be represented loose precision at the lower end, but keep the frequencies at the upper end for hot blocks differentiable.

Avoid 8 and 16bit switch conditions on x86

This adds a `TargetLoweringBase::getSwitchConditionType` callback to
give targets a chance to control the type used in
`CodeGenPrepare::optimizeSwitchInst`.

Implement callback for X86 to avoid i8 and i16 types where possible as
they often incur extra zero-extensions.

This is NFC for non-X86 targets.

when Taildup hit loop with multiple latches like:

[Taildup] Don't tail-duplicate loop header with multiple successors as its latches

when Taildup hit loop with multiple latches like:
// 1 -> 2 <-> 3 |
// \ <-> 4 |
// \ <-> 5 |
// \---> rest |
it may transform this loop into multiple loops by duplicate loop header.
However, this change may has little benefit while makes cfg much complex.
In some uncommon cases, it causes large compile time regression (offered by
@alexfh in D106056).

This patch disable tail-duplicate of such cases.
