The SchedModel allows the addition of ReadAdvances to express that certain operands of the instructions are needed at a later point than the others.
RegAlloc may add pseudo operands that are not part of the instruction descriptor, and therefore cannot have any read advance entries. This meant that in some cases the desired read advance was nullified by such a pseudo operand, which still had the original latency.
This patch fixes this by making sure that such pseudo operands get a zero latency during DAG construction.

Previously, we would expand: %BL<def> = COPY %DL<kill>, %EBX<imp-use,kill>, %EBX<imp-def> Into: %BL<def> = MOV8rr %DL<kill>, %EBX<imp-def> Dropping the imp-use on the floor.
That confused CriticalAntiDepBreaker, which (correctly) assumes that if an instruction defs but doesn't use a register, that register is dead immediately before the instruction - while in this case, the high lanes of EBX can be very much alive.
This fixes PR28560.

The C and C++ semantics for compare_exchange require it to return a bool indicating success. This gets mapped to LLVM IR which follows each cmpxchg with an icmp of the value loaded against the desired value.
When lowered to ldxr/stxr loops, this extra comparison is redundant: its results are implicit in the control-flow of the function.
This commit makes two changes: it replaces that icmp with appropriate PHI nodes, and then makes sure earlyCSE is called after expansion to actually make use of the opportunities revealed.
I've also added -{arm,aarch64}-enable-atomic-tidy options, so that existing fragile tests aren't perturbed too much by the change. Many of them either rely on undef/unreachable too pervasively to be restored to something well-defined (particularly while making sure they test the same obscure assert from many years ago), or depend on a particular CFG shape, which is disrupted by SimplifyCFG.

This changes the tests that were targeting ARM EABI to explicitly specify the environment rather than relying on the default. This breaks with the new Windows on ARM support when running the tests on Windows where the default environment is no longer EABI.
Take the opportunity to avoid a pointless redirect (helps when trying to debug with providing a command line invocation which can be copy and pasted) and removing a few greps in favour of FileCheck.

Fix a somewhat nasty crasher in PR13378. This crashes inside of LiveIntervals due to the two-addr pass generating bogus MI code.
The crux of the issue was a loop nesting problem. The intent of the code which attempts to transform instructions before converting them to two-addr form is to defer and reprocess any transformed instructions as the second processing is likely to have more opportunities to coalesce copies, etc. Unfortunately, there was one section of processing that was not deferred -- the INSERT_SUBREG rewriting. Due to quirks of how this rewriting proceeded, not only did it occur early, it removed the bits of information needed for the deferred processing to correctly generate the necessary two address form (specifically inserting a copy), but didn't trigger any immediate assertions and produced what appeared to be already valid two-address from code. Thus, the assertion only fired much later in the pipeline.
The fix is to hoist the transformation logic up layer to where it can more firmly defer all further processing, and to teach the normal processing to handle an edge case previously handled as part of the transformation logic. This edge case (already matched tied register operands) needs to *not* defer any steps.
As has been brought up repeatedly in the process: wow does this code need refactoring. I *may* squeeze in some time to at least bring sanity to this loop... but wow... =]
