Escape single quotes in literal strings from groff's Unicode transform.
If the F register is >0, we'll generate index entries on stderr for
titles (.TH), headers (.SH), subsections (.SS), items (.Ip), and index
entries marked with X<> in POD. Of course, you'll have to process the
output yourself in some meaningful fashion.
Avoid warning from groff about undefined register 'F'.

Title "EVP_PKEY_sign 3"
way too many mistakes in technical documents.
\fBEVP_PKEY_sign_init_ex() is the same as EVP_PKEY_sign_init() but additionally sets the passed parameters params on the context before returning.
The EVP_PKEY_sign() function performs a public key signing operation using ctx. The data to be signed is specified using the tbs and \fItbslen parameters. If sig is NULL then the maximum size of the output buffer is written to the siglen parameter. If sig is not NULL then before the call the siglen parameter should contain the length of the \fIsig buffer, if the call is successful the signature is written to \fIsig and the amount of data written to siglen.
After the call to EVP_PKEY_sign_init() algorithm specific control operations can be performed to set any appropriate parameters for the operation (see EVP_PKEY_CTX_ctrl\|(3)).
The function EVP_PKEY_sign() can be called more than once on the same context if several operations are performed using the same parameters.

The EVP_PKEY_sign_init_ex() function was added in OpenSSL 3.0.
