git log --follow -C90% --format=%ad --date default <file> | tail -1
and then pull just the 4 digit year from the result.
Intel copyrights were not added to files where Intel either had no contribution ot the contribution lacked substance (ie license header updates, formatting changes, etc). Contribution date used "--follow -C95%" to get the most accurate date.
Note that several files in this patch didn't end the license/(c) block with a blank comment line so these were added as the vast majority of files do have this last blank line. Simply there for consistency.

DPDK CFLAGS get put into CFLAGS in mk/cc.flags.mk, which for system package installed DPDK will include extra paths like /usr/include/<arch-3-tuple>/dpdk. If a Makefile adds its own CFLAGS before including the .mk fragment that pulls in these CFLAGS, we won't actually get those cc.flags.mk applied since they are defined with ?=.
This may need to be revisited - using ?= for these has evolved through several iterations of our SPDK configured flag files - starting with commit 08ec96eb. But for now, let's just fix these few Makefiles.

Replace most BSD 3-clause license text with SPDX identifier.
Many open source projects have moved to using SPDX identifiers to specify license information, reducing the amount of boilerplate code in every source file. This patch replaces the bulk of SPDK .c, .cpp and Makefiles with the BSD-3-Clause identifier.
Almost all of these files share the exact same license text, and this patch only modifies the files that contain the most common license text. There can be slight variations because the third clause contains company names - most say "Intel Corporation", but there are instances for Nvidia, Samsung, Eideticom and even "the copyright holder".
Used a bash script to automate replacement of the license text with SPDX identifier which is checked into scripts/spdx.sh.

We don't really need to link the env for these unit tests. We were doing it mostly for convenience. We can easily leave out the env library,

We don't really need to link the env for these unit tests. We were doing it mostly for convenience. We can easily leave out the env library, and just define a few stubs for the functions that the memory unit tests call.
This helps prepare for the next patch that will use rte_malloc/rte_free to allocate mapping structures. By not linking the env libraries, we can just stub rte_malloc/rte_free with simple malloc/free, rather than doing a full env initialization to get rte_malloc/rte_free working.

CPU profiling on workloads with intensive vtophys operations (i.e. very small CB-DMA transfers) exposed overhead introduce by spdk_vtophys having to call spdk_mem_map_translate in a different compilation unit. Let's just move the vtophys.c contents into memory.c so that spdk_vtophys can inline spdk_mem_map_translate and avoid this extra overhead.
This of course breaks the memory and vtophys unit tests, so some additional changes are needed there to keep everything linking correctly.

This solves the problem of make not triggering LINKing for test/env/* after changes made to lib/env_dpdk/*.c
Issue was that Makefiles in test/env/*/ classified tests as unittests by including mk/spdk.unittest.mk But unittests are not using env_dpdk which means that unittests don't relink on env_dpdk update
