Currently we're supporting power of 2 write unit size that doesn't
exceed 1MiB. Added a check for lack of metadata support for base

Currently we're supporting power of 2 write unit size that doesn't
exceed 1MiB. Added a check for lack of metadata support for base bdev,
since we never allocate any buffers for it.

search and tracking of FTL layout regions.
The tracking is done separately for each bdev,

The tracking is done separately for each bdev, i.e. nvc and base.

This change is a prerequisite for the FTL MD major updates.

Added a base device type.
Added an interface for FTL MD layout operations to base device.

With this change, FTL MD regions on base dev are created with
region_create(
