MKfoo=no -> NOfoo

convert from NOxxx= to MKxxx=no.
include <bsd.own.mk> if testing a MKxxx variable.

Install loadkmap in the default distribution. The keymap files are moved
to ..../stand/keymaps and have their own Makefiles there.
