Remove clause 3 and 4 from TNF licenses

From Christos: gdtoa fixes for m68k. M68k ports should build now, but
printing extended precision is a little off.

C99 7.12.3.1: add IEEE library portions of fpclassify. Don't build these
yet as the VAX implementation is still subject to discussion.
