xorg/lib stuff to enable mesa.old, prepare for new mesa
- rename OLD_PREFIX to OLD_SUFFIX, since it is
- include mesa-which.mk and use ${OLD_SUFFIX} in several places
- remove mesa < 18 support

- build and install libvdpau and x86 and evbarm.
- add khrplatform.h for mesa_ver=18 platforms.

Adjust for MesaLib 18.
Build llvmpipe driver on x86 (the driver itself is x86-only).
build llvm on all x86, even on GCC builds.
galahad driver removed (upstream).
Don't build mesa 7 at all.

complete the switch to xorgproto over *proto split packages
- remove old package makefiles
- update makekeys for Xfuncproto.h being a real file now
- clean up deleted package X11SRCDIR.pkg settings

initial import of the crossbuild framework for modular Xorg. this
is heavily based upon the work rtr@ did on src/x11, but hacked to
work for modern modular Xorg source split.

documentation on using this will come when the above directories
are fully populated. there are 192 of them so it may take some time
before that is completed.
