[mlir][OpenMP] Generating enums in accordance with the guidelines

This patch changes the enums generated from `OMP.td` for MLIR according
to the enum naming guidelines in LLVM Coding Standards.

This patch changes the enums generated from `OMP.td` for MLIR according
to the enum naming guidelines in LLVM Coding Standards.

This also helps the issues we had with `static` being a C++ keyword and
also a value for the schedule clause.

[MLIR][OpenMP] Fixed the missing inclusive clause in omp.wsloop and fix order clause

This patch adds the inclusive clause (which was missed in previous
reorganization - https://reviews.llvm.org/D110903) in omp.wsloop operation.
Added a test for validating it.

Also fixes the order clause, which was not accepting any values. It now accepts
"concurrent" as a value, as specified in the standard.

[LLVMFronted][tests] Add basic OpenMP parsing tests.

As noticed in D91470, some of the functions of LLVMFrontend, are not tested within the library itself (but indirectly by its users clang and flang). In particular, the file OMP.cpp which is generated by tablegen was not tested at all.

Add tests for the parsing helpers in OMP.cpp. These are not meant to be exhaustive tests, just to ensure that we have some basic tests for all API functions.
