[IR] Don't include PassInstrumentation.h in PassManager.h (NFC) (#96219)

Move PassInstrumentationAnalysis into PassInstrumentation.h and stop
including it in PassManager.h (effectively inverting the direction of
the dependency).

Most places using PassManager are not interested in PassInstrumentation,
and we no longer have any uses of it in PassManager.h itself (only in
PassManagerImpl.h).

be avoided when SROA is applied after inlining.

This patch introduces the default implementation of
TargetTransformInfo::getCallerAllocaCost.

Unpack the CostEstimate feature in ML inlining models.

This change yields an additional 2% size reduction on an internal search
binary, and an additional 0.5% size reduction on fuchsia.
