llvm::PointerIntPair has methods that when used together can invoke undefined behavior by violating strict aliasing.
`getPointer()` uses the underlying storage as it's declared: `intptr_t` `getAddrOfPointer()` casts the underlying storage as if it was a `PointerTy`
This violates strict aliasing, so depending on how they are used, it's possible to have the compiler to optimize the code in unwanted ways. See the unit test in the patch. We declare a `PointerIntPair` and use the `getAddrOfPointer` method to fill in the a pointer value. Then, when we use `getPointer` the compiler is thrown off, thinking that `intptr_t` storage could not have possibly be changed, and the check fails.

There's one tricky caveat that in C++14 (LLVM's codebase today) the static constexpr member declaration is not a definition - so odr use of this constant requires an out of line definition, which won't be provided (that'd make all these trait classes more annoyidng/expensive to maintain). But the use of this constant in the library implementation is/should always be in a non-odr context - only two unit tests needed to be touched to cope with this/avoid odr using these constants.

As noted in https://bugs.llvm.org/show_bug.cgi?id=36651, the specialization for isPodLike<std::pair<...>> did not match the expectation of std::is_trivially_copyable which makes the memcpy optimization invalid.
This patch renames the llvm::isPodLike trait into llvm::is_trivially_copyable. Unfortunately std::is_trivially_copyable is not portable across compiler / STL versions. So a portable version is provided too.
Note that the following specialization were invalid:
std::pair<T0, T1> llvm::Optional<T>
Tests have been added to assert that former specialization are respected by the standard usage of llvm::is_trivially_copyable, and that when a decent version of std::is_trivially_copyable is available, llvm::is_trivially_copyable is compared to std::is_trivially_copyable.
As of this patch, llvm::Optional is no longer considered trivially copyable, even if T is. This is to be fixed in a later patch, as it has impact on a long-running bug (see r347004)
Note that GCC warns about this UB, but this got silented by https://reviews.llvm.org/D50296.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Re-sort #include lines for unittests. This uses a slightly modified clang-format (https://reviews.llvm.org/D33932) to keep primary headers at the top and handle new utility headers like 'gmock' consistently with other utility headers.
No other change was made. I did no manual edits, all of this is clang-format.
This should allow other changes to have more clear and focused diffs, and is especially motivated by moving some headers into more focused libraries.

Summary: The problem here is that an enum class can not be implicitly converted to an integer. That assumption snuck back into PointerIntPair. This commit fixes the issue and more importantly adds some unittests to make sure that we do not break this again.

Previously, the assertions in PointerIntPair would try to calculate the value (1 << NumLowBitsAvailable); the inferred type here is 'int', so if there were more than 31 bits available we'd get a shift overflow.
Also, add a rudimentary unit test file for PointerIntPair.
