At Sony we are developing llvm-dva

For its PDB support, it requires functionality already present in llvm-pdbutil.
We intend to move that functionaly into the PDB library to be shared by both tools. That change will be done in 2 steps, that will be submitted as 2 patches:
(1) Replace 'ExitOnError' with explicit error handling. (2) Move the intended shared code to the PDB library.

This patch is for step (2).
Move InputFile.cpp[h], FormatUtil.cpp[h] and LinePrinter.cpp[h] files to the debug PDB library.
It exposes the following functionality that can be used by tools:
- Open a PDB file. - Get module debug stream. - Traverse module sections. - Traverse module subsections.
Most of the needed functionality is in InputFile, but there are dependencies from LinePrinter and FormatUtil.
Some other functionality is in the following functions in DumpOutputStyle.cpp file:
- iterateModuleSubsections - getModuleDebugStream - iterateOneModule - iterateSymbolGroups - iterateModuleSubsections
Only these specific functions from DumpOutputStyle are moved to the PDB library.

VarStreamArrayIterator returns a reference to a just-computed internal value. Change it to iterate over `const ValueType` to avoid allowing clients to mutate the internal state, and to drop the non-`const`-qualified operator*().
The removed operator*() was from 175d70ee5c2f03f6 to get iterator_facade_base::operator->() working, and this fixes the root cause instead: setting `T` to `const ValueType` causes iterator_facade_base to infer `PointerT` as `const ValueType*`.
Ironically, this is the last blocker for removing the const-incorrect overload of `iterator_facade_base::operator->()`, whose presence triggered adding the workaround in the first place :).

We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

[PDB] Add an explain subcommand.
When investigating various things, we often have a file offset and what to know what's in the PDB at that address. For example we may be doing a binary comparison of two LLD-generated PDBs to look for sources of non-determinism, or we may wish to compare an LLD-generated PDB with a Microsoft generated PDB for sources of byte-for-byte incompatibility. In these cases, we can do a binary diff of the two files, and once we find a mismatched byte we can use explain to figure out what that byte is, immediately honining in on the problem.
This patch implements this by trying to narrow the meaning of a particular file offset down as much as possible.
