[llvm-objcopy][ELF] Preserve sh_link to .symtab when applicable
This change to llvm-objcopy preserves the ELF section sh_link to .symtab so long as none of the symbol table indices have been changed. Previously, any invocation of llvm-objcopy including a "no-op" would clear any section sh_link to .symtab.

[yaml2obj][obj2yaml] - Do not create a symbol table by default.
This patch tries to resolve problems faced in D68943 and uses some of the code written by Konrad Wilhelm Kleine in that patch.
Previously, yaml2obj tool always created a .symtab section. This patch changes that. With it we only create it when have a "Symbols:" tag in the YAML document or when we need to create it because it is used by another section(s).
obj2yaml follows the new behavior and does not print "Symbols:" anymore when there is no symbol table.

[llvm-strip]Add --no-strip-all to disable --strip-all behaviour (including default stripping)
If certain switches are not specified, llvm-strip behaves as if --strip-all were specified. This means that for testing, when we don't want the stripping behaviour, we have to specify one of these switches, which can be confusing. This change adds --no-strip-all to allow an alternative way of suppressing the default stripping, in a less confusing manner.

[llvm-objcopy][NFC] Consistenly use two dashes for flags in tests.
Summary: As pointed out in D53667, our use of hyphens in flags can be inconsistent, mixing `-` with `--`. This change makes all long style flags use `--`.
Automatically changed via:
``` find test/tools/llvm-objcopy/ELF -type f | xargs sed -i 's/ -\([a-zA-Z]\{3\}\)/ --\1/g' ```
Two false positives were manually fixed/reverted.
