On macOS/arm, signature verification has kill semantics by default.
Signature verification is cached with a file's inode (actually, vnode),
and if a new executable is copied over an existing file (which reuses
the inode), the cache isn't invalidated. So when the new executable
is executed, the kernel still has the old content's signature cached
and the kills the executable because the old signatue doesn't match
the new contents (https://openradar.appspot.com/FB8914243).

As workaround, rm the desitnation files first, to ensure they have
a fresh vnode (and hence no stale cached signature) after the copy.

Part of PR46647. See also e0e334a9c1ac for a similar change.

[lit][tests]Add feature libcxx-used and use it in llvm-*-fuzzer tests

When a LLVM binary such as llvm-*-fuzzer is built with libc++, it has dependency on libc++. The path to find shared libraries specified in llvm-*-fuzzer is relative. As a result, these binaries cannot be copied to an arbitrary directory and launched from there. Changes in this patch add a LIT feature to indicate that libc++ is used to build and, based on the feature exclude test cases that test by copying llvm-*-fuzzer binaries to a directory.

Building with BUILD_SHARED_LIBS makes it tricky to copy around
executables at will, since they won't be able to find the LLVM
libraries

Building with BUILD_SHARED_LIBS makes it tricky to copy around
executables at will, since they won't be able to find the LLVM
libraries any more. This makes testing a feature that's based on the
executable name problematic, so we'll just disable these two tests in
that configuration.

We could potentially fix this by symlinking the lib directory into the
test directory, but that wouldn't work on windows, and losing testing
on windows would be far worse than losing testing on a configuration
that's barely even supported.

Here we add a secondary option parser to llvm-isel-fuzzer (and provide
it for use with other fuzzers). With this, you can copy the fuzzer to
a name like llvm-isel-fuzzer=aarch64-gisel for a fuzzer that fuzzer
AArch64 with GlobalISel enabled, or fuzzer=x86_64 to fuzz x86, with no
flags required. This should be useful for running these in OSS-Fuzz.

Note that this handrolls a subset of cl::opts to recognize, rather
than embedding a complete command parser for argv[0]. If we find we
really need the flexibility of handling arbitrary options at some
point we can rethink this.

This re-applies 315545 using "=" instead of ":" as a separator for
arguments.
