[LV] Consider Loop Unroll Hints When Making Interleave Decisions
This patch causes the loop vectorizer to not interleave loops that have nounroll loop hints (llvm.loop.unroll.disable and llvm.loop.unroll_count(1)). Note that if a particular interleave count is being requested (through llvm.loop.interleave_count), it will still be honoured, regardless of the presence of nounroll hints.

1. Use computed VF for stress testing. 2. If the computed VF does not produce vector code (VF smaller than 2), force VF to be 4. 3. Test vectorization of i64 data on AArch64 to make sure we generate VF != 4 (on X86 that was already tested on AVX).

Patch #2 from VPlan Outer Loop Vectorization Patch Series #1 (RFC: http://lists.llvm.org/pipermail/llvm-dev/2017-December/119523.html).
This patch introduces the basic infrastructure to detect, legality check and process outer loops annotated with hints for explicit vectorization. All these changes are protected under the feature flag -enable-vplan-native-path. This should make this patch NFC for the existing inner loop vectorizer.
