Today, InstCombine can fold fcmp+select patterns to minnum/maxnum
intrinsics when the nnan and nsz flags are set. The ordering of the
operands in both the fcmp and select instructions is important for the
folding to occur.
maxnum patterns:
1. (a op b) ? a : b -> maxnum(a, b), where op is one of {ogt, oge}
2. (a op b) ? b : a -> maxnum(a, b), where op is one of {ule, ult}
The second pattern is supposed to make the order of the operands in the
select instruction irrelevant. However, the pattern matching code uses
the CmpInst::getInversePredicate method to invert the comparison
predicate. This method doesn't take into account the fast-math flags,
which can lead missing the folding opportunity.
The patch extends the pattern matching code to handle unordered fcmp
instructions. This allows the folding to occur even when the select
instruction has the operands in the inverse order.
New maxnum patterns:
1. (a op b) ? a : b -> maxnum(a, b), where op is one of {ugt, uge}
2. (a op b) ? b : a -> maxnum(a, b), where op is one of {ole, olt}
The same changes are applied to the minnum intrinsic.

Due to an improvement to name preservation, a lot of InstCombine tests now show spurious diffs when regenerated.
Rather than regenerating individual files when they get touched, mass-regenerate all UTC-based InstCombine tests. I have then reset a number of files showing suspicious diffs where the UTC output has clearly been manually adjusted. I apologize if I missed anything in the mass of changes.

As noted by the FIXME comment, this is not correct based on our current FMF semantics. We should be propagating FMF from the final value in a sequence (in this case the 'select'). So the behavior even without this patch is wrong, but we did not allow FMF on 'select' until recently.
But if we do the correct thing right now in this patch, we'll inevitably introduce regressions because we have not wired up FMF propagation for 'phi' and 'select' in other passes (like SimplifyCFG) or other places in InstCombine. I'm not seeing a better incremental way to make progress.
That said, the potential extra damage over the existing wrong behavior from this patch is very limited. AFAIK, the only way to have different FMF on IR in the same function is if we have LTO inlined IR from 2 modules that were compiled using different fast-math settings.
As seen in the tests, we may actually see some improvements with this patch because adding the FMF to the 'select' allows matching to min/max intrinsics that were previously missed (in the common case, the 'fcmp' and 'select' should have identical FMF to begin with).
Next steps in the transition:
Make similar changes in instcombine as needed. Enable phi-to-select FMF propagation in SimplifyCFG. Remove dependencies on fcmp with FMF. Deprecate FMF on fcmp.
