[WebAssembly] Define call-indirect-overlong and bulk-memory-opt features (#117087)

This defines some new target features. These are subsets of existing
features that reflect implementation concerns:

- "call-indirect-overlong" - implied by "reference-types"; just the
overlong encoding for the `call_indirect` immediate, and not the actual
reference types.

- "bulk-memory-opt" - implied by "bulk-memory": just `memory.copy` and
`memory.fill`, and not the other instructions in the bulk-memory
proposal.

This is split out from https://github.com/llvm/llvm-project/pull/112035.

[WebAssembly] Update generic and bleeding-edge CPUs (#96584)

This updates the list of features in 'generic' and 'bleeding-edge' CPUs
in the backend to match

https://github.com/llvm/llvm-project/blob/4e0a0eae58f7a6998866719f7eb970096a2a52e9/clang/lib/Basic/Targets/WebAssembly.cpp#L150-L178

This updates existing CodeGen tests in a way that, if a test has
separate RUN lines for a reference-types test and a non-reference-types
test, I added -mattr=-reference-types to the no-reftype test's RUN
command line. I didn't delete existing -mattr=+reference-types lines in
reftype tests because having it helps readability.

Also, when tests is not really about reference-types but they have to
updated because they happen to contain call_indirect lines because now
call_indirect will take __indirect_function_table as an argument, I just
added the table argument to the expected output.

`target-features-cpus.ll` has been updated reflecting the newly added
features.

[WebAssembly] call_indirect issues table number relocs

If the reference-types feature is enabled, call_indirect will explicitly
reference its corresponding function table via TABLE_NUMBER
relocations against a table symbol.

Also, as before, address-taken functions can also cause the function
table to be created, only with reference-types they additionally cause a
symbol table entry to be emitted.

[WebAssembly] call_indirect issues table number relocs

If the reference-types feature is enabled, call_indirect will explicitly
reference its corresponding function table via `TABLE_NUMBER`
relocations against a table symbol.

Also, as before, address-taken functions can also cause the function
table to be created, only with reference-types they additionally cause a
symbol table entry to be emitted.

We abuse the used-in-reloc flag on symbols to indicate which tables
should end up in the symbol table. We do this because unfortunately
older wasm-ld will carp if it see a table symbol.

Revert "[WebAssembly] MC layer writes table symbols to object files"

This reverts commit d806618636f8a82bfc3f620e1fad83af4d2a2575.
Review: https://reviews.llvm.org/D92215

We had issues where older versions of wasm-ld were crashing on object
files containing a table symbol. We decided that the best strategy
going forward is to only generate these symbol if refernece types is
enabled. Without reference types enabled we should never geneate a
table symbol or a TABLE_NUMBER relocation.

This revert is in addition to the one already reverted in
https://reviews.llvm.org/D95005.

The plan is to re-land these in updated form after the llvm 12 branch.

[llvm-readobj] Change -long-option to --long-option in tests. NFC

We use both -long-option and --long-option in tests. Switch to --long-option for consistency.

In the "llvm-readelf" mode, -long-option is discouraged as it conflicts with grouped short options and it is not accepted by GNU readelf.

While updating the tests, change llvm-readobj -s to llvm-readobj -S to reduce confusion ("s" is --section-headers in llvm-readobj but --symbols in llvm-readelf).
