DebugInfo: Simplify debug-macinfo-split-dwarf.ll
This test didn't need any local variables or parameters, and didn't need
to be checking the DWO ID or more detailed forms.
It was using -v to print

to be checking the DWO ID or more detailed forms.
It was using -v to print the macro sections, but now that macro sections
are emitted when requested (-debug-macro) that's not needed either.

[DebugInfo] Fix v4 macinfo for dwo files.
Dwo files must contain have DW_AT_macro_info attribute, when macro information is emitted. Adjusted the test case
for the same.

since it was causing an asserti

This was reverted in caa412090666c10f854322cdc701c1cbf8ed726e,
since it was causing an assertion failure on Windows bots.
This revision is revised to fix that.
