[LoopRotate] Don't rotate loops when the minsize attribute is present

The main use for this patch is LTO. It is not (yet?) possible to set the
size level (-Os, -Oz) in the linker, which means loops are still rotated
even if -Oz is specified on the command line. Therefore, look at the
function attribute instead of only at the size level to determine
whether to rotate loops for a given function.

For discussion, see: https://reviews.llvm.org/D119342

An older version of this patch was already approved at
https://reviews.llvm.org/D119342 but I never got around to committing
it. The code changed so I had to make some minor updates to this patch
and in the meantime I also lost commit access because I wasn't really
using it. So here is an updated patch.

[opt] Exposing the parameters of LoopRotate to the -passes interface

There is a gap between running opt -Oz and running opt -passes="OZ_PASSES" where OZ_PASSES is taken from running opt -Oz -print-pipeline-passes.

One of the reasons causing this is that -Oz uses non-default setting for LoopRotate but LoopRotate does not expose its settings when printing the pipeline.

This commit fixes this by exposing LoopRotates parameters.

This option has been enabled by default for quite a while now.
The practical impact of removing the option is that MSSA use
cannot be disabled in default pipelines (both LPM and NPM) and
in manual LPM invocations. NPM can still choose to enable/disable
MSSA using loop vs loop-mssa.

The next step will be to require MSSA for LICM and drop the
AST-based implementation entirely.

[LoopRotate] Don't split loop pass manager

After D99249 we use three different loop pass managers for LICM,
LoopRotate and LICM+LoopUnswitch. This happens because LazyBFI
and LazyBPI are not preserved by LoopRotate (note that D74640
is no longer needed). Avoid this by marking them as preserved.

My understanding of D86156 is that it is okay to simply preserve
them (which LoopUnswitch already does for the same reason) and
rely on callbacks to deal with deleted blocks.

[LoopRotate] Add PrepareForLTO stage, avoid rotating with inline cands.

D84108 exposed a bad interaction between inlining and loop-rotation
during regular LTO, which is causing notable regressions in at least
CINT2006/473.astar.

The problem boils down to: we now rotate a loop just before the vectorizer
which requires duplicating a function call in the preheader when compiling
the individual files ('prepare for LTO'). But this then prevents further
inlining of the function during LTO.

This patch tries to resolve this issue by making LoopRotate more
conservative with respect to rotating loops that have inline-able calls
during the 'prepare for LTO' stage.

I think this change intuitively improves the current situation in
general. Loop-rotate tries hard to avoid creating headers that are 'too
big'. At the moment, it assumes all inlining already happened and the
cost of duplicating a call is equal to just doing the call. But with LTO,
inlining also happens during full LTO and it is possible that a previously
duplicated call is actually a huge function which gets inlined
during LTO.

From the perspective of LV, not much should change overall. Most loops
calling user-provided functions won't get vectorized to start with
(unless we can infer that the function does not touch memory, has no
other side effects). If we do not inline the 'inline-able' call during
the LTO stage, we merely delayed loop-rotation & vectorization. If we
inline during LTO, chances should be very high that the inlined code is
itself vectorizable or the user call was not vectorizable to start with.

There could of course be scenarios where we inline a sufficiently large
function with code not profitable to vectorize, which would have be
vectorized earlier (by scalarzing the call). But even in that case,
there probably is no big performance impact, because it should be mostly
down to the cost-model to reject vectorization in that case. And then
the version with scalarized calls should also not be beneficial. In a way,
LV should have strictly more information after inlining and make more
accurate decisions (barring cost-model issues).

There is of course plenty of room for things to go wrong unexpectedly,
so we need to keep a close look at actual performance and address any
follow-up issues.

I took a look at the impact on statistics for
MultiSource/SPEC2000/SPEC2006. There are a few benchmarks with fewer
loops rotated, but no change to the number of loops vectorized.

Summary:
Potential fix for: https://bugs.llvm.org/show_bug.cgi?id=44889 and https://bugs.llvm.org/show_bug.cgi?id=44408

In the legacy pass manager, loop rotate need not compute MemorySSA when not being in the same loop pass manager with other loop passes.
There isn't currently a way to differentiate between the two cases, so this attempts to limit the usage in LoopRotate to only update MemorySSA when the analysis is already available.
The side-effect of this is that it will split the Loop pipeline.

This issue does not apply to the new pass manager, where we have a flag specifying if all loop passes in that loop pass manager preserve MemorySSA.

Sink all InitializePasses.h includes

This file lists every pass in LLVM, and is included by Pass.h, which is
very popular. Every time we add, remove, or rename a pass in LLVM, it
caused lots of recompilation.

I found this fact by looking at this table, which is sorted by the
number of times a file was changed over the last 100,000 git commits
multiplied by the number of object files that depend on it in the
current checkout:
recompiles touches affected_files header

Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
