[AMDGPU] Add an asm directive to track code_object_version (#76267)

Named '.amdhsa_code_object_version'. This directive sets the
e_ident[ABIVERSION] in the ELF header, and should be used as the assumed
COV for the rest of the asm file.

This commit also weakens the --amdhsa-code-object-version CL flag.
Previously, the CL flag took precedence over the IR flag. Now the IR
flag/asm directive take precedence over the CL flag. This is implemented
by merging a few COV-checking functions in AMDGPUBaseInfo.h.

[AMDGPU] Use absolute relocations when compiling for AMDPAL and Mesa3D (#67791)

The primary ISA-independent justification for using PC-relative
addressing is that it makes code position-independent and therefore
allows sharing of .text pages between processes.

When not sharing .text pages, we can use absolute relocations instead,
which will possibly prevent a bubble introduced by s_getpc_b64.

[AMDGPU] Handle s_branch to another section.

Currently, if target of s_branch instruction is in another section, it will fail with the error of undefined label. Although in this case, the label is not undefined but present in another section. This patch tries to handle this issue. So while handling fixup_si_sopp_br fixup in getRelocType, if the target label is undefined we issue an error as before. If it is defined, a new relocation type R_AMDGPU_REL16 is returned.

This issue has been reported in https://gcc.gnu.org/bugzilla/show_bug.cgi?id=100181 and https://bugs.llvm.org/show_bug.cgi?id=45887. Before https://reviews.llvm.org/D79943, we used to get an crash for this scenario. The crash is fixed now but the we still get an undefined label error. Jumps to other section can arise with hold/cold splitting.

A patch to handle the relocation in lld will follow shortly.

Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Using HI here makes no logical sense, since the dword is only

Current Mesa master does not look at the relocation type at all,
so this change is fine. Future Mesa will rely on this, however.
