This patch replaces uses of StringRef::{starts,ends}with with

[MC] Support .symver *, *, remove
As a resolution to https://sourceware.org/bugzilla/show_bug.cgi?id=25295 , GNU as from binutils 2.35 supports the optional third argument for the .symver directive.
'remove' for a non-default version is useful: `.symver def_v1, def@v1, remove` => def_v1 is not retained in the symbol table. Previously the user has to strip the original symbol or specify a `local:` version node in a version script to localize the symbol.
`.symver def, def@@v1, remove` and `.symver def, def@@@v1, remove` are supported as well, though they are identical to `.symver def, def@@@v1`.
local/hidden are not useful so this patch does not implement them.

[AsmPrinter] Remove hidden flag -print-schedule.
This patch removes hidden codegen flag -print-schedule effectively reverting the logic originally committed as r300311 (https://llvm.org/viewvc/llvm-project?view=revision&revision=300311).
Flag -print-schedule was originally introduced by r300311 to address PR32216 (https://bugs.llvm.org/show_bug.cgi?id=32216). That bug was about adding "Better testing of schedule model instruction latencies/throughputs".
These days, we can use llvm-mca to test scheduling models. So there is no longer a need for flag -print-schedule in LLVM. The main use case for PR32216 is now addressed by llvm-mca. Flag -print-schedule is mainly used for debugging purposes, and it is only actually used by x86 specific tests. We already have extensive (latency and throughput) tests under "test/tools/llvm-mca" for X86 processor models. That means, most (if not all) existing -print-schedule tests for X86 are redundant.
When flag -print-schedule was first added to LLVM, several files had to be modified; a few APIs gained new arguments (see for example method MCAsmStreamer::EmitInstruction), and MCSubtargetInfo/TargetSubtargetInfo gained a couple of getSchedInfoStr() methods.
Method getSchedInfoStr() had to originally work for both MCInst and MachineInstr. The original implmentation of getSchedInfoStr() introduced a subtle layering violation (reported as PR37160 and then fixed/worked-around by r330615). In retrospect, that new API could have been designed more optimally. We can always query MCSchedModel to get the latency and throughput. More importantly, the "sched-info" string should not have been generated by the subtarget. Note, r317782 fixed an issue where "print-schedule" didn't work very well in the presence of inline assembly. That commit is also reverted by this change.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

[MC] Error on a .zerofill directive in a non-virtual section
On darwin, all virtual sections have zerofill type, and having a .zerofill directive in a non-virtual section is not allowed. Instead of asserting, show a nicer error.
In order to use the equivalent of .zerofill in a non-virtual section, the usage of .zero of .space is required.

LowerTypeTests: Propagate symver directives
Summary: This change fixes https://crbug.com/834474, a build failure caused by LowerTypeTests not preserving .symver symbol versioning directives for exported functions. Emit symver information to ThinLTO summary data and then propagate symver directives for exported functions to the merged module.
Emitting symver information to the summaries increases the size of intermediate build artifacts for a Chromium build by less than 0.2%.

Don't treat .symver as a regular alias definition.
This patch starts simplifying the handling of .symver.
For now it just moves the responsibility for creating an alias down to the streamer. With that the asm streamer can pass a .symver unchanged, which is nice since gas cannot parse "foo@bar = zed".
In a followup I hope to move the handling down to the writer so that we don't need special hacks for avoiding breaking names with @@@ on windows.

Perform symbol binding for .symver versioned symbols
Summary: In a .symver assembler directive like: .symver name, name2@@nodename "name2@@nodename" should get the same symbol binding as "name".
While the ELF object writer is updating the symbol binding for .symver aliases before emitting the object file, not doing so when the module inline assembly is handled by the RecordStreamer is causing the wrong behavior in *LTO mode.
E.g. when "name" is global, "name2@@nodename" must also be marked as global. Otherwise, the symbol is skipped when iterating over the LTO InputFile symbols (InputFile::Symbol::shouldSkip). So, for example, when performing any *LTO via the gold-plugin, the versioned symbol definition is not recorded by the plugin and passed back to the linker. If the object was in an archive, and there were no other symbols needed from that object, the object would not be included in the final link and references to the versioned symbol are undefined.
The llvm-lto2 tests added will give an error about an unused symbol resolution without the fix.
