The new methods return a range for easier iteration. Use them everywhere instead of getImplicitUses, getNumImplicitUses, getImplicitDefs and getNumImplicitDefs. A future patch will remove the old methods.
In some use cases the new methods are less efficient because they always have to scan the whole uses/defs array to count its length, but that will be fixed in a future patch by storing the number of implicit uses/defs explicitly in MCInstrDesc. At that point there will be no need to 0-terminate the arrays.

Counting preprocessed lines required to rebuild llvm-project on my setup: before: 1052436830 after: 1049293745
Which is significant and backs up the change in addition to the usual benefits of decreasing coupling between headers and compilation units.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Currently, variadic operands on an MCInst are assumed to be uses, because they come after the defs. However, this is not always the case, for example the Arm/Thumb LDM instructions write to a variable number of registers.
This adds a property of instruction definitions which can be used to mark variadic operands as defs. This only affects MCInst, because MachineInstruction already tracks use/def per operand in each instance of the instruction, so can already represent this.
This property can then be checked in MCInstrDesc, allowing us to remove some special cases in ARMAsmParser::isITBlockTerminator.

Use std::bitset for SubtargetFeatures.
Previously, subtarget features were a bitfield with the underlying type being uint64_t. Since several targets (X86 and ARM, in particular) have hit or were very close to hitting this bound, switching the features to use a bitset. No functional change.
The first several times this was committed (e.g. r229831, r233055), it caused several buildbot failures. Apparently the reason for most failures was both clang and gcc's inability to deal with large numbers (> 10K) of bitset constructor calls in tablegen-generated initializers of instruction info tables. This should now be fixed.

Move some methods to a new MCInstrDesc.cpp file to allow includes to be trimmed. NFC.
MCInstrDesc.h includes things like MCInst.h which i can now remove after this. That will be a future commit.
