An earlier version of this change originally landed as part of e6f1f062457c928c18a88c612f39d9e168f65a85 (D129120), which caused a Fuchsia buildbot regression in ExecutionEngine tests.
Careful review suggests that the issue was that in the earlier version, the destructor of the JITDebugLock was run before the destructor of GDBJITRegistrationListener. The new version of the change moves the lock to a member variable of the (singleton!) GDBJITRegistartionListener so that destructors are run in the right order.

[lli] Add JITLink in-process debug support
lli aims to provide both, RuntimeDyld and JITLink, as the dynamic linkers/loaders for it's JIT implementations. And they both offer debugging via the GDB JIT interface, which builds on the two well-known symbol names `__jit_debug_descriptor` and `__jit_debug_register_code`. As these symbols must be unique accross the linked executable, we can only define them in one of the libraries and make the other depend on it. OrcTargetProcess is a minimal stub for embedding a JIT client in remote executors. For the moment it seems reasonable to have the definition there and let ExecutionEngine depend on it, until we find a better solution.
This is the second commit for the reviewed patch.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

This patch renames both methods (NotifyObjectEmitted -> notifyObjectLoaded, and NotifyObjectFreed -> notifyObjectFreed), adds an abstract "ObjectKey" (uint64_t) parameter to notifyObjectLoaded, and replaces the ObjectFile parameter for notifyObjectFreed with an ObjectKey. Using an ObjectKey to track identify events, rather than a reference to the ObjectFile, allows us to free the ObjectFile after notifyObjectLoaded is called, saving memory.

Do a sweep over move ctors and remove those that are identical to the default.
All of these existed because MSVC 2013 was unable to synthesize default move ctors. We recently dropped support for it
