Rebase of #84114. I've only included the core changes to frame layout
calculation & CFI generation which sidesteps the regressions found after
merging #84114. Since these changes are a necessary precursor to the
overall fix and are themselves slightly beneficial as CFI is now
generated correctly, I think it is reasonable to merge this first step.

For very large stack frames, the offset from the stack pointer to a
local can be more than 2^31 which overflows various `int` offsets in the
frame lowering code.
This patch updates the frame lowering code to calculate the offsets as
64-bit values and fixes CFI to use the corrected sizes.
After this patch, additional work is needed to fix offset truncations in
each target's codegen.

For very large stack frames, the offset from the stack pointer to a local can be more than 2^31 which overflows various `int` offsets in the frame lowering code.
This patch updates the frame lowering code to calculate the offsets as 64-bit values and resolves the overflows, resulting in the correct codegen for very large frames.

This is an alternative to fix PR57939 for RISC-V. It definitely can be argued that the stack temporaries for RISC-V are being created with an unnecessarily large alignment. But ignoring the alignment in MachineFrameInfo also seems bad.
Looking at the test update that go with the current ID==0 check, it was intending to exclude things like the NoAlloc stackid. So I'm not sure if scalable vectors are intentionally being excluded.

[NFC][CodeGen] Tidy up TargetRegisterInfo stack realignment functions
Currently needsStackRealignment returns false if canRealignStack returns false. This means that the behavior of needsStackRealignment does not correspond to it's name and description; a function might need stack realignment, but if it is not possible then this function returns false. Furthermore, needsStackRealignment is not virtual and therefore some backends have made use of canRealignStack to indicate whether a function needs stack realignment.
This patch attempts to clarify the situation by separating them and introducing new names:
- shouldRealignStack - true if there is any reason the stack should be realigned
- canRealignStack - true if we are still able to realign the stack (e.g. we can still reserve/have reserved a frame pointer)
- hasStackRealignment = shouldRealignStack && canRealignStack (not target customisable)
Targets can now override shouldRealignStack to indicate that stack realignment is required.
This change will make it easier in a future change to handle the case where we need to realign the stack but can't do so (for example when the register allocator creates an aligned spill after the frame pointer has been eliminated).

Summary: This patch fixes a few issues when large arrays are allocated on the stack. Currently, clang has inconsistent behaviour, for debug builds there is an assertion failure when the array size on stack is around 2GB but there is no assertion when the stack is around 8GB. For release builds there is no assertion, the compilation succeeds but generates incorrect code. The incorrect code generated is due to using int/unsigned int instead of their 64-bit counterparts. This patch, 1) Removes the assertion in frame legality check. 2) Converts int/unsigned int in some places to the 64-bit variants. This helps in generating correct code and removes the inconsistent behaviour. 3) Adds a test which runs without optimisations.

This patch changes MIR stack-id from an integer to an enum, and adds printing/parsing support for this in MIR files. The default stack-id '0' is now renamed to 'default'

This should make MIR tests that have stack objects with different stack-ids more descriptive. It also clarifies code operating on StackID.

We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.
