Since `StringRef::empty` can be used in constexpr context, it seems reasonable that `SMLoc::isValid` should be too. The default-ctor and `operator==` are made constexpr for consistency.
In particular, the `constexpr` keyword is needed for silencing warnings on Windows (whereas Linux allows constexpr usage without the keyword).

To keep this patch focused, I am deliberately not replacing None with std::nullopt in this patch or updating comments. They will be addressed in subsequent patches.
This is part of an effort to migrate from llvm::Optional to std::optional:

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Allow errors to be deferred and emitted as part of clean up to simplify and shorten Assembly parser code. This will allow error messages to be emitted in helper functions and be modified by the caller which has better context.
As part of this many minor cleanups to the Parser:
* Unify parser cleanup on error * Add Workaround for incorrect return values in ParseDirective instances * Tighten checks on error-signifying return values for parser functions and fix in-tree TargetParsers to be more consistent with the changes. * Fix AArch64 test cases checking for spurious error messages that are now fixed.
These changes should be backwards compatible with current Target Parsers so long as the error status are correctly returned in appropriate functions.
