[lldb] Store *signed* ranges in lldb_private::Block (#120224)
This is to support functions whose entry points aren't their lowest address
(https://discourse.llvm.org/t/rfcish-support-for-discontinuous-functions/83244). The alternative is to keep blocks relative to the lowest address, but then introduce a separate concept for the function entry point, which I think would be more confusing.
This patch just changes the type signedness, it doesn't create any negative offsets yet. Since combining values with different signs can sometimes produce unexpected results, and since this is the first use of RangeVector with a signed type, I'm adding a test to verify that at least the core functionality works correctly.

E.g., (0,20),(5,6),(10,11) produced (0,20),(10,11)
Now it just produced (0,20).

[lldb][NFC] Fix all formatting errors in .cpp file headers
Summary: A *.cpp file header in LLDB (and in LLDB) should like this: ``` //===-- TestUtilities.cpp -------------------------------------------------===// ``` However in LLDB most of our source files have arbitrary changes to this format and these changes are spreading through LLDB as folks usually just use the existing source files as templates for their new files (most notably the unnecessary editor language indicator `-*- C++ -*-` is spreading and in every review someone is pointing out that this is wrong, resulting in people pointing out that this is done in the same way in other files).
This patch removes most of these inconsistencies including the editor language indicators, all the different missing/additional '-' characters, files that center the file name, missing trailing `===//` (mostly caused by clang-format breaking the line).

RangeData functions were used just by RangeDataVector (=after I removed them LLDB still builds fine) which no longer uses them so I removed them.
