This fixes the two test suite failures that I missed in the PR:
https://github.com/llvm/llvm-project/pull/112939
One was a poorly written test case - it assumed that on connect to a
gdb-remote with a running process, lldb MUST have fetched all the frame
0 registers. In fact, there's no need for it to do so (as the CallSite
patch showed...) and if we don't need to we shouldn't. So I fixed the
test to only expect a `g` packet AFTER calling read_registers.
The other was a place where some code had used 0 when it meant
LLDB_INVALID_LINE_NUMBER, which I had fixed but missed one place where
it was still compared to 0.

xxHash is much faster than djbHash. This makes a simple Rust test case with a large constant string 10% faster to compile.
Previous attempts at changing this hash function (e.g. https://reviews.llvm.org/D97396) had to be reverted due to breaking tests that depended on iteration order. No additional tests fail with this patch compared to `main` when running `check-all` with `-DLLVM_ENABLE_PROJECTS="all"` (on a Linux host), so I hope I found everything that needs to be changed.

My immediate motivation for this is the desire to reuse this infrastructure for qemu platform testing, but I believe this move makes sense independently of that. Moving this code to the packages tree will allow as to add more structure to the gdb client tests -- currently they are all crammed into the same test folder as that was the only way they could access this code.
I'm splitting the code into two parts while moving it. The first once contains just the generic gdb protocol wrappers, while the other one contains the unit test glue. The reason for that is that for qemu testing, I need to run the gdb code in a separate process, so I will only be using the first part there.

GDB and LLDB use different signal models. GDB uses a predefined set of signal codes, and maps platform's signos to them. On the other hand, LLDB has historically simply passed native signos.
In order to improve compatibility between LLDB and gdbserver, the GDB signal model should be used. However, GDB does not provide a mapping for all existing signals on Linux and unsupported signals are passed as 'unknown'. Limiting LLDB to this behavior could be considered a regression.
To get the best of both worlds, use the LLDB signal model when talking to lldb-server, and the GDB signal model otherwise. For this purpose, new versions of lldb-server indicate "native-signals+" via qSupported. At the same time, we also detect older versions of lldb-server via QThreadSuffixSupported for backwards compatibility. If neither test succeeds, we assume gdbserver or another implementation using GDB model.

Make qLaunchSuccess not obligatory when using vRun. It is not implemented by gdbserver, and since vRun returns the stop reason, we can assume it to be successful.
