With current versions of mingw-w64, TLS destructors that are registered

With current versions of mingw-w64, TLS destructors that are registered
while executing TLS destructors are lost and leaked.

The root cause does get fixed further upstream in mingw-w64 in
https://github.com/mingw-w64/mingw-w64/commit/71eddccd746c56d9cde28bb5620d027d49259de9
though, but mark the test as unsupported for now. The marking can be
removed later when the version used in the CI runner has been updated
to include the fix.

would technically still fail when running on top of macOS < 12, however
we don't have a good

The underlying TLS destruction order bug has been fixed in the OS. This
would technically still fail when running on top of macOS < 12, however
we don't have a good way of encoding that using Lit features. Indeed,
the existing target=<FOO> Lit feature encodes the deployment target,
not the actual runtime system that the tests are being run on.

If this test starts failing on your machine after this patch, upgrading
to macOS 12 should solve the problem.

We create threads using std::thread in various places in the test suite.
However, the usual std::thread constructor may not work on all platforms,
e.g. on platforms where passing a stack size is required to create a thread.

This commit introduces a simple indirection that makes it easier to tweak
how threads are created inside the test suite on various platforms. Note
that tests that are purposefully calling std::thread's constructor directly
(e.g. because that is what they're testing) were not modified.

isn't treated specially. In Freestanding, main() doesn't get mangled as
extern "C", so whatever runtime we're using fails to find the entry point.

One way to solve this problem is to define a symbol alias from __Z4mainiPPc
to _main, however this requires all definitions of main() to have the same
mangling. Hence this commit.

C++98 and C++03 are effectively aliases as far as Clang is concerned.
As such, allowing both std=c++98 and std=c++03 as Lit parameters is
just slightly confusing, but provides no value. It's similar to allowing
both std=c++17 and std=c++1z, which we don't do.

This was discovered because we had an internal bot that ran the test
suite under both c++98 AND c++03 -- one of which is redundant.

to reflect the new license. These used slightly different spellings that
defeated my regular expressions.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

The macOS thread-local variable finalizer routines do not handle the
case where a termination function registers another termination function
correctly, causing this test to fail. I've filed a radar for this;
mark the test XFAIL in the meantime. See [1] for more details.
