[Frontend] Teach LoadFromASTFile to take FileName by StringRef (NFC) (#109583)
Without this patch, several callers of LoadFromASTFile construct an
instance of std::string to be passed as FileName, only to be converted
back to StringRef when LoadFromASTFile calls ReadAST.
This patch changes the type of FileName to StringRef and updates the
callers.

This patch replaces uses of StringRef::{starts,ends}with with

I'm planning to deprecate and eventually remove

[clang][NFC] Refactor `clang::Linkage` (#71049)
This patch introduces a new enumerator `Invalid = 0`, shifting other enumerators by +1. Contrary to how it might sound, this actually affirms status quo of how this enum is stored in `clang::Decl`:
```
/// If 0, we have not computed the linkage of this declaration.
/// Otherwise, it is the linkage + 1.
mutable unsigned CacheValidAndLinkage : 3;
```
This patch makes debuggers to not be mistaken about enumerator stored in this bit-field. It also converts `clang::Linkage` to a scoped enum.

[clang-extdef-mapping] Directly process .ast files
When doing CTU analysis setup you pre-compile .cpp to .ast and then you run clang-extdef-mapping on the .cpp file as well. This is a pretty slow process since we have to recompile the file each time.
With this patch you can now run clang-extdef-mapping directly on the .ast file. That saves a lot of time.
I tried this on llvm/lib/AsmParser/Parser.cpp and running extdef-mapping on the .cpp file took 5.4s on my machine.
While running it on the .ast file it took 2s.
This can save a lot of time for the setup phase of CTU analysis.

Make llvm::StringRef to std::string conversions explicit.
This is how it should've been and brings it more in line with std::string_view. There should be no functional change here.
This is mostly mechanical from a custom clang-tidy check, with a lot of manual fixups. It uncovers a lot of minor inefficiencies.
This doesn't actually modify StringRef yet, I'll do that in a follow-up.

Use InitLLVM to setup a pretty stack printer
InitLLVM does not only save a few lines from main() but also makes the commands do the right thing for multibyte character pathnames on Windows (i.e. canonicalize argv's to UTF-8) because of the code we have in this file:
https://github.com/llvm/llvm-project/blob/master/llvm/lib/Support/InitLLVM.cpp#L32
For many LLVM commands, we already have calls of InitLLVM, but there are still remainings.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.
