[update_cc_test_checks] Add test for missing handling of mangled names

We are missing MSVC C++ functions since the name is quoted in the LLVM IR,
so we don't find them in the generated IR and therefore don't add the test
checks. Additionally, there is an issue with finding functions using NEON
types (see https://github.com/llvm/llvm-project/pull/121800).

[clang][CodeGen] Ensure consistent `mustprogress` attribute emission

Emission of `mustprogress` attribute previously occurred only within
`EmitFunctionBody`, after generating the function body. Other routines
for function body creation may lack the attribute, potentially leading
to suboptimal optimizations later in the pipeline. Attribute emission
is now anticipated prior to generating the function body.

Revert "[UpdateTestChecks] Match define for labels"

This reverts commit a888825aeef8d6592c6cf5f4e5854cc39af49633.

This changes the default output of UTC, and as such introduces
spurious changes whenever existing tests are regenerated.

I've indicated in https://reviews.llvm.org/D139006#3989954 how
this can be implemented without causing test churn.

[IRGen] Do not overwrite existing attributes in CGCall.

When adding new attributes, existing attributes are dropped. While
this appears to be a longstanding issue, this was highlighted by D105169
which dropped a lot of attributes due to adding the new noundef

Return "[CGCall] Annotate `this` argument with alignment"

The original change was reverted because it was discovered
that clang mishandles thunks, and they receive wrong
attributes for their this/return types - the ones for the function
they will call, not the ones they have.

While i have tried to fix this in https://reviews.llvm.org/D100388
that patch has been up and stuck for a month now,
with little signs of progress.

So while it will be good to solve this for real,
for now we can simply avoid introducing the bug,
by not annotating this/return for thunks.

This reverts commit 6270b3a1eafaba4279e021418c5a2c5a35abc002,

[CGCall] Annotate `this` argument with alignment

As it is being noted in D99249, lack of alignment information on `this`
has been preventing LICM from happening.

For some time now, lack of alignment attribute does *not* imply
natural alignment, but an alignment of `1`.
Also, we used to treat dereferenceable as implying alignment,
but we no longer do, so it's a bugfix.

[clang] Add mustprogress and llvm.loop.mustprogress attribute deduction

Since C++11, the C++ standard has a forward progress guarantee
[intro.progress], so all such functions must have the `mustprogress`
requirement. In addition, from C11 and onwards, loops without a non-zero
constant conditional or no conditional are also required to make
progress (C11 6.8.5p6). This patch implements these attribute deductions
so they can be used by the optimization passes.

[UpdateTestChecks] Match unnamed values like "@[0-9]+" and "![0-9]+"

With this patch we will match most *uses* of "temporary" named things in
the IR via regular expressions, not their name at creation time. The new
"values" we match are:
- "unnamed" globals: `@[0-9]+`
- debug metadata: `!dbg ![0-9]+`
- loop metadata: `!loop ![0-9]+`
- tbaa metadata: `!tbaa ![0-9]+`
- range metadata: `!range ![0-9]+`
- generic metadata: `metadata ![0-9]+`
- attributes groups: `#[0-9]`

We still don't match the declarations but that can be done later. This
patch can introduce churn when existing check lines contain the old
hardcoded versions of the above "values". We can add a flag to opt-out,
or opt-in, if necessary.
