[clang] Remove rdar links; NFC
We have a new policy in place making links to private resources something we try to avoid in source and test files. Normally, we'd organically switch to the new policy rather than make a sweeping change across a project. However, Clang is in a somewhat special circumstance currently: recently, I've had several new contributors run into rdar links around test code which their patch was changing the behavior of. This turns out to be a surprisingly bad experience, especially for newer folks, for a handful of reasons: not understanding what the link is and feeling intimidated by it, wondering whether their changes are actually breaking something important to a downstream in some way, having to hunt down strangers not involved with the patch to impose on them for help, accidental pressure from asking for potentially private IP to be made public, etc. Because folks run into these links entirely by chance (through fixing bugs or working on new features), there's not really a set of problematic links to focus on -- all of the links have basically the same potential for causing these problems. As a result, this is an omnibus patch to remove all such links.
This was not a mechanical change; it was done by manually searching for rdar, radar, radr, and other variants to find all the various problematic links. From there, I tried to retain or reword the surrounding comments so that we would lose as little context as possible. However, because most links were just a plain link with no supporting context, the majority of the changes are simple removals.

[OpaquePtrs][Clang] Add -no-opaque-pointers to tests (NFC)
This adds -no-opaque-pointers to clang tests whose output will change when opaque pointers are enabled by default. This is intended to be part of the migration approach described in https://discourse.llvm.org/t/enabling-opaque-pointers-by-default/61322/9.
The patch has been produced by replacing %clang_cc1 with %clang_cc1 -no-opaque-pointers for tests that fail with opaque pointers enabled. Worth noting that this doesn't cover all tests, there's a remaining ~40 tests not using %clang_cc1 that will need a followup change.

[test] Add {{.*}} to make ELF tests immune to dso_local/dso_preemptable/(none) differences
For a default visibility external linkage definition, dso_local is set for ELF -fno-pic/-fpie and COFF and Mach-O. Since default clang -cc1 for ELF is similar to -fpic ("PIC Level" is not set), this nuance causes unneeded binary format differences.
To make emitted IR similar, ELF -cc1 -fpic will default to -fno-semantic-interposition, which sets dso_local for default visibility external linkage definitions.
To make this flip smooth and enable future (dso_local as definition default), this patch replaces (function) `define ` with `define{{.*}} `, (variable/constant/alias) `= ` with `={{.*}} `, or inserts appropriate `{{.*}} `.

[CodeGenModule] Assume dso_local for -fpic -fno-semantic-interposition
Summary: Clang -fpic defaults to -fno-semantic-interposition (GCC -fpic defaults to -fsemantic-interposition). Users need to specify -fsemantic-interposition to get semantic interposition behavior.
Semantic interposition is currently a best-effort feature. There may still be some cases where it is not handled well.

Use ARM-style representation for C++ method pointers under PNaCl/Emscripten
Before this change, Clang uses the x86 representation for C++ method pointers when generating code for PNaCl. However, the resulting code will assume that function pointers are 0 mod 2. This assumption is not safe for PNaCl, where function pointers could have any value (especially in future sandboxing models).
So, switch to using the ARM representation for PNaCl code, which makes no assumptions about the alignment of function pointers.
Since we're changing the "le32" target, this change also applies to Emscripten. The change is beneficial for Emscripten too. Emscripten has a workaround to make function pointers 0 mod 2. This change would allow the workaround to be removed.

Split reinterpret_casts of member pointers out from CK_BitCast; this is general goodness because representations of member pointers are not always equivalent across member pointer types on all ABIs (even though this isn't really standard-endorsed).
Take advantage of the new information to teach IR-generation how to do these reinterprets in constant initializers. Make sure this works when intermingled with hierarchy conversions (although this is not part of our motivating use case). Doing this in the constant-evaluator would probably have been better, but that would require a *lot* of extra structure in the representation of constant member pointers: you'd really have to track an arbitrary chain of hierarchy conversions and reinterpretations in order to get this right. Ultimately, this seems less complex. I also wasn't quite sure how to extend the constant evaluator to handle foldings that we don't actually want to treat as extended constant expressions.
