[clang][test] Use opt -passes=<name> instead of opt -name

Updated the RUN line in several test cases to use the new PM syntax

Updated the RUN line in several test cases to use the new PM syntax
opt -passes=<pipeline>
instead of the deprecated syntax
opt -pass1 -pass2

This was not a complete cleanup in clang/test. But just a swipe using
some simple search-and-replace. Mainly for RUN lines involving
-mem2reg, -instnamer and -early-cse.

[Clang][Arm] Convert -fallow-half-arguments-and-returns to a target option. NFC

This cc1 option -fallow-half-arguments-and-returns allows __fp16 to be
passed by argument and returned, without giving an error. It is
currently always enabled for Arm and AArch64, by forcing the option in
the driver. This means any cc1 tests (especially those needing
arm_neon.h) need to specify the option too, to prevent the error from
being emitted.

This changes it to a target option instead, set to true for Arm and
AArch64. This allows the option to be removed. Previously it was implied
by -fnative_half_arguments_and_returns, which is set for certain
languages like open_cl, renderscript and hlsl, so that option now too
controls the errors. There were are few other non-arm uses of
-fallow-half-arguments-and-returns but I believe they were unnecessary.
The strictfp_builtins.c tests were converted from __fp16 to _Float16 to
avoid the issues.

This splits out the generated headers and conditonalises them upon the
target being enabled.

The motivation here is that the RISCV header alone added 10MB to the
resource directory, which was previously at 10MB, increasing the build
size and time. This header is contributing ~50% of the size of the
resource headers (~10MB).

The ARM generated headers are contributing about ~10% or 1MB.

This could be extended further adding only the static resource headers
for the targets that the LLVM build supports.

The changes to the tests for ARM mirror what the RISCV target already
did and rnk identified as a possible issue.

This batch of intrinsics fills in all the shift instructions that take
a variable shift distance in a register, instead of an immediate. Some
of these instructions take a single shift distance in a scalar
register and apply it to all lanes; others take a vector of per-lane
distances.

These instructions are all basically one family, varying in whether
they saturate out-of-range values, and whether they round when bits
are shifted off the bottom. I've implemented them at the IR level by a
much smaller family of IR intrinsics, which take flag parameters to
indicate saturating and/or rounding (along with the usual one to
specify signed/unsigned integers).

An oddity is that all of them are //left// shift instructions – but if
you pass a negative shift count, they'll shift right. So the vector
shift distances are always vectors of //signed// integers, regardless
of whether you're considering the other input vector to be of signed
or unsigned. Also, even the simplest `vshlq` instruction in this
family (neither saturating nor rounding) has to be implemented as an
IR intrinsic, because the ordinary LLVM IR `shl` operation would
consider an out-of-range shift count to be undefined behavior.
