Reformatting is done with `black`.
If you end up having problems merging this commit because you have made changes to a python file, the best way to handle that is to run git checkout --ours <yourfile> and then reformat it with black.
If you run into any problems, post to discourse about it and we will try to help.

Current testing setup for analyzer tests with Z3 is rather inconvenient:
There's no way to run the analyzer tests separately (I use LIT_FILTER=Analysis ninja check-clang, but a direct target is nicer).
When Clang is built with Z3 support, there's no way to *not* run tests with Z3 solver, and this is often desired, as tests with Z3 solver take a very long time.
This patch introduces two extra targets:
- check-clang-analyzer - check-clang-analyzer-z3
which solve those problems.

Move the test format into a standalone .py file and add it to the site module search path. This allows us to run the test on Windows, and it makes it compatible with the multiprocessing.Pool lit test execution strategy.
I think this test was only passing everywhere else because multiprocessing uses 'fork' to spawn workers, so the test format never needs to be pickled.
