[clang] Extend diagnose_if to accept more detailed warning information, take 2 (#119712)
This is take two of #70976. This iteration of the patch makes sure that custom diagnostics without any warning group don't get promoted by `-Werror` or `-Wfatal-errors`.
This implements parts of the extension proposed in https://discourse.llvm.org/t/exposing-the-diagnostic-engine-to-c/73092/7.
Specifically, this makes it possible to specify a diagnostic group in an optional third argument.

[clang] Migrate away from PointerUnion::dyn_cast (NFC) (#124425)
Note that PointerUnion::dyn_cast has been soft deprecated in PointerUnion.h:
// FIXME: Replace the uses of is(), get() and dyn_cast() with // isa<T>, cast<T> and the llvm::dyn_cast<T>
This patch migrates uses of PointerUnion::dyn_cast to dyn_cast_if_present (see the definition of PointerUnion::dyn_cast). Note that we cannot use dyn_cast in any of the migrations in this patch; placing
assert(!X.isNull());
just before any of dyn_cast_if_present in this patch triggers some failure in check-clang.

This tries to fix all of the places where a diagnostic message starts

with punctuation (other than a question mark).
This is in support of a planned change to tablegen to start diagnosing

CrashTracer: clang at clang: llvm::BitstreamWriter::ExitBlock
Add a guard for re-entering an SDiagsWriter's HandleDiagnostics method after we've started finalizing. This is a generic catch all for unexpected fatal errors so we don't recursive crash inside the generic llvm error handler.
We also add logic to handle the actual error case in llvm::~raw_fd_ostream caused by failing to clear errors before it is destroyed.

Avoid including FileSystem.h from MemoryBuffer.h
Lots of headers pass around MemoryBuffer objects, but very few open them. Let those that do include FileSystem.h.
Saves ~250 includes of Chrono.h & FileSystem.h:
$ diff -u thedeps-before.txt thedeps-after.txt | grep '^[-+] ' | sort | uniq -c | sort -nr 254 - ../llvm/include/llvm/Support/FileSystem.h 253 - ../llvm/include/llvm/Support/Chrono.h 237 - ../llvm/include/llvm/Support/NativeFormatting.h 237 - ../llvm/include/llvm/Support/FormatProviders.h 192 - ../llvm/include/llvm/ADT/StringSwitch.h 190 - ../llvm/include/llvm/Support/FormatVariadicDetails.h ...
This requires duplicating the file_t typedef, which is unfortunate. I sunk the choice of mapping mode down into the cpp file using variable template specializations instead of class members in headers.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Remove \brief commands from doxygen comments.
This is similar to the LLVM change https://reviews.llvm.org/D46290.
We've been running doxygen with the autobrief option for a couple of years now. This makes the \brief markers into our comments redundant. Since they are a visual distraction and we don't want to encourage more \brief markers in new code either, this patch removes them all.

Revert "Revert "[NFC] Refactor DiagnosticRenderer to use FullSourceLoc""
This reverts commit r305688 meaning it reintroduces r305684. To repeat:
[NFC] Refactor DiagnosticRenderer to use FullSourceLoc
Move the DiagnosticRenderer and its dependents to using FullSourceLocs instead of a SourceLocation and SourceManager pointer. The changeset is rather large but entirely mechanical.
This is step one to allow DiagnosticRenderer to take either llvm::SMLocs or clang::SourceLocations.
This breaks clang-tidy and clng-query which will be fixed in a commit soon after.
