A somewhat common code-pattern is to default a destructor in the source file and not in the header. For example, this is the way to use smart pointers with forward-declared classes:
```c++
struct Impl; struct A { ~A(); // Can't be defaulted in the header.
private: std::unique_ptr<Impl> impl; }; ```
To be able to use this check with this pattern, I modified the behavior with `AllowSoleDefaultDtor` to not trigger on destructors if they aren't defined yet. Since a declared destructor should still be defined somewhere in the program, this won't miss bad classes, just diagnose on less translation units.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Don't make unqualified calls to functions that could well be found via ADL as reasonable extension points.
All of this would be cleaner if this code followed the more usual LLVM convention of not having deeply nested namespaces inside of .cpp files and instead having a `using namespace ...;` at the top. Then the static function would be in the global namespace and easily referred to as `::join`. Instead we have to write a fairly contrived qualified name. I figure the authors can clean this up with a less ambiguous name, using the newly provided LLVM `join` function, or any other solution, but this at least fixes the build.
