Allow building setmode.c on Linux/macOS
We bootstrap this file to allow compiling FreeBSD on Linux systems since some boostrap tools use setmode(). Unfortunately, glibc's sys/stat.h declares a non-static getumask() function (which is unimplemented!) and that conflicts with the local getumask() function. To work around this simply use a different name here.

Clean up the vcs ID strings in libc's gen/ directory.
- Move CSRG IDs into __SCCSID(). - When a file has been copied, consistently use 'From: <tag>' for strings referencing the version of the source file copied from in the license block comment. - Some of the 'From:' tags were using $FreeBSD$ that was being expanded on each checkout. Fix those to hardcode the FreeBSD tag from the file that was copied at the time of the copy. - When multiple strings are present list them in "chronological" order, so CSRG (__SCCSID) before FreeBSD (__FBSDID). If a file came from OtherBSD and contains a CSRG ID from the OtherBSD file, use the order CSRG -> OtherBSD -> FreeBSD.

General further adoption of SPDX licensing ID tags.
Mainly focus on files that use BSD 3-Clause license.
The Software Package Data Exchange (SPDX) group provides a specification to make it easier for automated tools to detect and summarize well known opensource licenses. We are gradually adopting the specification, noting that the tags are considered only advisory and do not, in any way, superceed or replace the license texts.
Special thanks to Wind River for providing access to "The Duke of Highlander" tool: an older (2014) run over FreeBSD tree was useful as a starting point.

Switch libc from using _sig{procmask,action,suspend} symbols, which are aliases for the syscall stubs and are plt-interposed, to the libc-private aliases of internally interposed sigprocmask() etc.
Since e.g. _sigaction is not interposed by libthr, calling signal() removes thr_sighandler() from the handler slot etc. The result was breaking signal semantic and rtld locking.
The added __libc_sigprocmask and other symbols are hidden, they are not exported and cannot be called through PLT. The setjmp/longjmp functions for x86 were changed to use direct calls, and since PIC_PROLOGUE only needed for functional PLT indirection on i386, it is removed as well.
The PowerPC bug of calling the syscall directly in the setjmp/longjmp implementation is kept as is.
