use C linkage where appropriate in headers

Assure that 'extern "C" { /../ }' do not cover files included from a
particular header file, and address minor issues resulting from this
change of order.

Dealing with C++ should delegate to the individual include file level,
rather than being imposed by the user of that file. For example,
forcing C linkage prevents __Generic macros being replaced with
overloaded static inline functions in C++ translation units.

Eliminate 'extern "C"' from files which do not declare any symbols
(e.g., only macros or struct types).

On the other hand, the headers check is too naive in assuming that all
headers must contain a 'extern "C"'. Such a check was added in commit
1ee492bdc4ff ("buildtools/chkincs: check missing C++ guards").
Since this current change results in many headers not containing such
a token, remove the check for 'extern "C"' until we have a better
implementation.

eventdev/crypto: update reconfigure logic

When rte_event_crypto_adapter_create() is used for creating adapter
instance, eventdev is reconfigured with additional
``rte_event_dev_config::nb_event_ports`` parameter.

This eventdev reconfig logic is enhanced to increment the
``rte_event_dev_config::nb_single_link_event_port_queues``
parameter if the adapter event port config is of type
``RTE_EVENT_PORT_CFG_SINGLE_LINK``.

With this change the application is no longer need to configure the
eventdev with ``rte_event_dev_config::nb_single_link_event_port_queues``
parameter required for crypto adapter when the adapter is created
using above mentioned API.

eventdev: introduce event cryptodev vector type

Introduce ability to aggregate crypto operations processed by event
crypto adapter into single event containing rte_event_vector whose event
type is RTE_EVENT_TYPE_CRYPTODEV_VECTOR.

Application should set RTE_EVENT_CRYPTO_ADAPTER_EVENT_VECTOR in
rte_event_crypto_adapter_queue_conf::flag and provide vector configuration
with respect of rte_event_crypto_adapter_vector_limits, which could be
obtained by calling rte_event_crypto_adapter_vector_limits_get, to enable
vectorization.

The event crypto adapter would be responsible for vectorizing the crypto
operations based on provided response information in
rte_event_crypto_metadata::response_info.

Updated drivers and tests accordingly to new API.

lib: remove librte_ prefix from directory names

There is no reason for the DPDK libraries to all have 'librte_' prefix on
the directory names. This prefix makes the directory names longer and also
makes it awkward to add features referring to individual libraries in the
build - should the lib names be specified with or without the prefix.
Therefore, we can just remove the library prefix and use the library's
unique name as the directory name, i.e. 'eal' rather than 'librte_eal'
