The API will reset the specific queue pair of a cryptodev.
The current API, cryptodev_queue_pair_setup(), requires the cryptodev
to be stopped before reconfiguring any queue pair. Stopping the
cryptodev in one thread can result in a segmentation fault when
multiple queues are used for enqueue and dequeue operations.

On supported PMDs, the cryptodev_queue_pair_reset() will
reconfigure/reset the queue pair without affecting other queues or
the cryptodev state.

The caller should ensure that there are no enqueue or dequeue operations
ongoing on that queue and that there are no inflight packets before
calling this API.

Assure that 'extern "C" { /../ }' do not cover files included from a
particular header file, and address minor issues resulting from this
change of order.

Dealing with C++ should delegate to the individual include file level,
rather than being imposed by the user of that file. For example,
forcing C linkage prevents __Generic macros being replaced with
overloaded static inline functions in C++ translation units.

Eliminate 'extern "C"' from files which do not declare any symbols
(e.g., only macros or struct types).

On the other hand, the headers check is too naive in assuming that all
headers must contain a 'extern "C"'. Such a check was added in commit
1ee492bdc4ff ("buildtools/chkincs: check missing C++ guards").
Since this current change results in many headers not containing such
a token, remove the check for 'extern "C"' until we have a better
implementation.

The current location used for __rte_aligned(a) for alignment of types
is not compatible with MSVC. There is only a single location accepted
by both toolchains.

The standard offers no alignment facility that compatibly interoperates
with C and C++ but it may be achieved by relocating the placement of
__rte_aligned(a) to the aforementioned location accepted by all currently
supported toolchains.

To allow alignment for both compilers, do the following:

* Expand __rte_aligned(a) to __declspec(align(a)) when building
with MSVC.

* Move __rte_aligned from the end of {struct,union} definitions to
be between {struct,union} and tag.

The placement between {struct,union} and the tag allows the desired
alignment to be imparted on the type regardless of the toolchain being
used for all of GCC, LLVM, MSVC compilers building both C and C++.

Note: this move has an additional benefit as Doxygen is not confused
anymore like for the rte_event_vector struct definition.

Due to recent changes to the default device socket ID,
this caused an issue when the socket ID

The socket ID field for a cryptodev device data was unsigned int.
Due to recent changes to the default device socket ID,
this caused an issue when the socket ID was unknown and set to -1.
The device socket ID wrapped around to 255,
and caused errors when allocating memory.

Changing this field type to int fixes the issue, as it now takes the
correct -1 value.

Some headers are including it where unneeded, while others rely on
implicit inclusion.

Fix unneeded inclusions:

Fix missing inclusion, by inserting rte_compat.h before the first
inclusion of a DPDK header:

As per current design, rte_cryptodev_sym_session_create() and
rte_cryptodev_sym_session_init() use separate mempool objects
for a single session.
And structure rte_cryptodev_sym_session is not directly used
by the application, it may cause ABI breakage if the structure
is modified in future.

To address these two issues, the rte_cryptodev_sym_session_create
will take one mempool object that the session and session private
data are virtually/physically contiguous, and initializes both
fields. The API rte_cryptodev_sym_session_init is removed.

rte_cryptodev_sym_session_create will now return an opaque session
pointer which will be used by the app and other APIs.

In data path, opaque session pointer is attached to rte_crypto_op
and the PMD can call an internal library API to get the session
private data pointer based on the driver id.

Note: currently single session may be used by different device
drivers, given it is initialized by them. After the change the
session created by one device driver cannot be used or
reinitialized by another driver.

Currently, crypto session userdata is used to set event crypto
metadata from the application and the driver is dereferencing it
in driver which is not correct. User data is meant to be opaque
to the driver.
To support this, new API is added to get and set event crypto
metadata. The new API, rte_cryptodev_set_session_event_mdata,
allows setting event metadata in session private data which is
filled inside PMD using a new cryptodev op. This operation
can be performed on any of the PMD supported sessions
(sym/asym/security).
For SW abstraction of event crypto adapter to be used by
eventdev library, a new field is added in asymmetric crypto
session for now and for symmetric case, current implementation
of using userdata is used. Symmetric cases cannot be fixed now,
as it will be ABI breakage which will be resolved in DPDK 22.11.
