net/hinic: allocate IO memory with socket id
This patch makes IO memory allocation with socketid,
the txq or rxq descriptor and IO resource can be allocated with
socketid that passed by queue setup

This patch makes IO memory allocation with socketid,
the txq or rxq descriptor and IO resource can be allocated with
socketid that passed by queue setup ops, which can improve
performance for cross-numa scene.
