kernel: Remove opt_bus.h references where they are not needed.
It only defines BUS_DEBUG (if set) and BUS_DEBUG is only used in
subr_bus.c, so it doesn't need to be included anywhere else.

Initial import of binutils 2.22 on the new vendor branch
Future versions of binutils will also reside on this branch rather
than continuing to create new binutils branches for each new version.
