Remove unneeded *_if.c from SRCS in kernel module Makefiles that have it.

Those are always compiled into the kernel, per NORMAL_M in kern.pre.mk,
so they don't need to be in a module's SRCS. This removes the few cases
where they were added by mistake.

* Make COPTFLAGS apply to module builds in addition to kernel builds.

* Implement a new make variable, KCFLAGS, for specifying overrides for

* Fixup the module build infrastructure to use KCFLAGS, and get rid of
infiltration from the more generic CFLAGS onto the kernel & modules

kernel: Generate miidevs.h, pccarddevs.h and pcidevs.h on the fly.

It removes the need to regenerate those header file after first editing
the associated list of IDs (miidevs, pccarddevs or pcidevs). After this
commit, editing the list alone is enough to add IDs.

We already did it like that for usb4bsd's usbdevs.h before. This commit
adjusts things for the remaining ID lists.

This reverts commit c1543a890188d397acca9fe7f76bcd982481a763.

I'm reverting it because:
1) the change didn't get properly discussed
2) it was based on false premises:
"The rest of the world seems to call amd64 x86_64."
3) no pkgsrc bulk build was done to test the change
4) the original committer acted irresponsibly by committing
such a big change just before going on vacation.
