Initial import of binutils 2.22 on the new vendor branch

Future versions of binutils will also reside on this branch rather
than continuing to create new binutils branches for each new version.

Add a README file, rc.conf, and example fstab. Disable a number of system
gizmos in the rc.conf that don't make sense for a CD boot, like syslog
and cron.
