To allow SO_MINOR updates on LTS for the whole year it is supported, the major version for all components needs to be increased. This is to prevent scenario where two versions exists with matching versions, but conflicting ABI. Ex. Next SPDK release adds an API call increasing the minor version, then LTS needs just a subset of those additions.
Increasing major so version after LTS, allows the future releases to update versions as needed. Yet allowing LTS to increase minor version separately.
This patch: - increases SO_VER by 1 for all components - resets SO_MINOR to 0 for all components

After the vhost-scsi controller is started, qemu can reconnect to spdk, but at this time the LUN may not be added to the scsi target, struct spdk_scsi_dev_vhost_state's member dev has not been set yet, which will lead to IO error subsequently.
So we add a vhost_create_scsi_controller RPC option to create controller but doesn't start it, and add a new RPC to start the controller separately.

and then pull just the 4 digit year from the result.
Intel copyrights were not added to files where Intel either had no contribution ot the contribution lacked substance (ie license header updates, formatting changes, etc). Contribution date used "--follow -C95%" to get the most accurate date.
Note that several files in this patch didn't end the license/(c) block with a blank comment line so these were added as the vast majority of files do have this last blank line. Simply there for consistency.

Replace most BSD 3-clause license text with SPDX identifier.
Many open source projects have moved to using SPDX identifiers to specify license information, reducing the amount of boilerplate code in every source file. This patch replaces the bulk of SPDK .c, .cpp and Makefiles with the BSD-3-Clause identifier.
Almost all of these files share the exact same license text, and this patch only modifies the files that contain the most common license text. There can be slight variations because the third clause contains company names - most say "Intel Corporation", but there are instances for Nvidia, Samsung, Eideticom and even "the copyright holder".
Used a bash script to automate replacement of the license text with SPDX identifier which is checked into scripts/spdx.sh.

For some time already the DPDK rte_vhost interface was accomodating for other types of devices than virtio-net. rte_vhost_compat.c file contained

For some time already the DPDK rte_vhost interface was accomodating for other types of devices than virtio-net. rte_vhost_compat.c file contained the use of DPDK rte_vhost, rather than workarounds. To make that clear it is now renamed to rte_vhost_user.c.
This patch is first in series that reworks vhost library with two goals in mind:
1) Refactor vhost and vhost-blk to no longer depend on rte_vhost. All references to that API will be moved to rte_vhost_user.c.
2) Add a transport abstraction for virtio-blk devices. vhost-blk will now be able to expose virtio-blk using multiple implementations of the interface. First one will be vhost_user that depends on DPDK rte_vhost library.

For the CONFIG_INTERNAL_VHOST_LIB option, SPDK doesn't enable this option by default over one year and CI doesn't cover it either, so we may remove it with this release.
As for the vhost-nvme target, since we are developing a new vfio-user target solution, it's OK for us to remove it now.

DPDK 19.05+ gives us an ability to pre or post-process any single vhost-user message. The user can either perform additional actions upon some generic events, or can implement handling for brand new message types that rte_vhost doesn't even know about.
In order to smoothly switch to the upstream rte_vhost and drop our internal copy, we introduce an SPDK wrapper function to register SPDK-specific message handlers. For DPDK 19.05+ this will use the new rte_vhost API to register those message handlers, and for older DPDKs this function simply won't do anything - as w assume the internal rte_copy already contains all the necessary changes and does not need any "external" hooks.
For now we use the message handlers to stop the vhost device and wait for any pending DMA ops before letting rte_vhost to process the SET_MEM_TABLE message and unmap the current shared memory.

It's disabled by default, so no functionality is changed yet. The intention is to use the upstream rte_vhost from DPDK, which - starting from DPDK 19.05 - is finally capable of running with storage device backends.
SPDK still requires a lot of changes in order to support that upstream version, but the most fundamental change is dropping vhost-nvme support. It'll remain usable only with the internal rte_vhost copy and with the upstream rte_vhost it simply won't be compiled. This allows us at least to compile with that upstream rte_vhost, where we can pursue adding the full integration.

vhost_user_nvme: add vhost user nvme target to SPDK
Similar with exist vhost scsi/blk target, this commit introduces a new target: vhost nvme I/O slave target, QEMU will present an emulated NVMe controller to VM, the SPDK I/O slave target will process the I/Os sent from Guest VM.
Users can follow the example configuation file to evaluate this feature, refer to etc/spdk/vhost.conf.in [VhostNvme].

Vhost needs to register memory given by guest in VFIO container to be able to do any DMA using this memory.
Currently DPDK doesn't provide any interface to handle guest memory, so for now lets find container fd in /proc/self/fd/ directory and provide some VFIO internal API that finally should extend DPDK API.

vhost: add a library and app for userspace vhost-scsi processing
This patch adds a library, application and test scripts for extending SPDK to present virtio-scsi controllers to QEMU-based VMs and process I/O submitted to devices attached to those controllers. This functionality is dependent on QEMU patches to enable vhost-scsi in userspace - those patches are currently working their way through the QEMU mailing list, but temporary patches to enable this functionality in QEMU will be made available shortly through the SPDK github repository.
