Fake terminfo should not depend on TOOL_TIC for native build.
Makes it possible to build this standalone with USETOOLS=never.

Switch terminfo(3) to cdb(5).

Remove environment variable settings.
Now that we are not abusing $HOME to get to the terminfo db, make it visible.

Add atf for libcurses with some tests
