PMAP_DEBUG has been deleted on arm

Remove "options IPKDB", and the other associated options, from the config
files.

ipkdb is being retired. Its code is really old, and hasn't kept pace with
today's expectations: IPv6, SMP, modern NIC

the symbol table is no longer put into a buffer in kern_k

small helper object. This object is build first with a dummy size, then
the kernel is linked to compute the real dimension of the symbol table

metadata. Usage is checked by fsck_ffs (no more quotacheck)
