remove clause #3 from my license where there are no other
copyright holders involved.

Move Matt Green's code from a 4-clause to a 3-clause licence by removing
the advertising clause. Diffs provided in PR 22396 by Joel Baker, the changes
were confirmed to the board by Matt Green.

Remove code to generate Makefile, since we want to continue to use
the one already in our tree.
