Change version suffix back to 1.1 at request of christos@@ so that
users know whether or not their library has the security
vulnerability.

Update to bzip2 v1.0.1, building with reachover Makefiles to dist/bzip2.
Complete API change, library major bumped. *sigh*

Add a note to update src/distrib/sets/lists/base/shl.*, and add a missing
RCS Id.

New files specific to the NetBSD libbz2.
