xorg: sprinkle a little bit of USE_FORT around

move the i18n modules into libX11 directly.

fixes at least alacritty, and saves memory too.

Various warning adjustments for clang

enable USE_XCB in libX11.
install missing libX11-xcb and Xlib-xcb.h.

initial import of the crossbuild framework for modular Xorg. this
is heavily based upon the work rtr@ did on src/x11, but hacked to
work for modern modular Xorg source split.
