Remove 1.6-specific issues; they're now covered by the LAST_MINUTE on
the netbsd-1-6 branch.

move doc/* -> basesrc/doc/*, except for doc/MIRRORS, which is not used
anymore (we refer to http://www.netbsd.org/mirrors/ now)
