Consistently use ${RELEASEDIR}/${RELEASEMACHINE} instead of
${RELEASEDIR}/${MACHINE} (Paul Ripke)

Now that we do not force debug sets off install CDs any more, explicitly
set CDRELEASE_NODEBUG everywhere.

Rename NetBSD/hp700 to NetBSD/hppa.

Unfortunately our VCS isn't very helpful here.
